Membership is open to all Igbo community organizations in the geographical area. Person 18 years or older can join ICAN through membership in a local Igbo community organization or at-large group regardless of race, color, creed, gender, or national origin.  At-large groups members are individuals  whose organizations have not registered in ICAN or individuals who do not have an existing Igbo community organization that they qualify to belong in.

Membership size must be twenty (20) or more people.  Organizations with less than twenty members may join the at-large group.

All existing organizations with less than twenty people as at November 17, 2001 will be granted grandfather status.
